Official CHU from Hangzhou reports to the government that he has cultivated 800 acreages of farmland and Inspector CHENG comes to check out the area. As recommended by official advisor CHOW PING, CHU asks CHENG to wait for him in the brothel. CHU arrives to find luxurious food and pretty ladies all around.
